Golden Energy Mines

Golden Energy Mines is the coal mining group subsidiary of Dian Swastika Sentosa Tbk (DSSA) - a Energy and Infrastructure company. Currently we supply 4-5 million tons of coal per annum to Coal Powerplants and Industries such as cement and paper both locally and internationally. We mine coal from our many concessions, and at the same time also purchase from other mine owners. We aim to be a reputable leading coal company with good consistent standards.


One of our subsidiaries in Coal Mining is currently expanding and looking for highly qualified candidates to fill the following position:

1. Land Compensation & External Relation Manager (Code: LCM)
2. Training & Development Manager (Code: TDM)
3. Strategic & Security Senior Manager (Code: SSM)
4. License Manager (Code: LCM)
5. Organization Development Manager (Code: ODM)
6. System Procedure Supervisor (Code: SDR)
7. Land Acquisition Supervisor (Code: LAC)
8. CSR Supervisor (Code: CSR)
9. Recruitment Specialist (Code: REC)
10. HRGA Supervisor (Code: HRD)

1. Land Compensation & External Relation Manager (Code: LCM)

Responsibilities:

• Responsible to develop and lead the short, medium, and long-term Land Compensation projects
• Set up guidelines and mechanism for a comprehensive conflict resolution in accordance with GEMs business conduct. Conflict often times involve community, local government and local NGOs in demanding GEMs for compensation and other benefits
• Synchronize all Corporate Social Responsibility Initiatives, especially for community development long-term programs with multi-year basis and integrate those programs with district local development plan
• Seize opportunities to forge strategic partnership with external agencies to support community development program in the whole area of Contract of Work
• Working effectively and collaterally with immediate colleagues and others in cross-functional relationships, on tasks within the context of corporate policy, values, and culture
• Develop strategic recommendations to management on how to optimize near-term stability
• Identify, assess and provide recommendation in regard to strategic issues
• Develop mutual trust relations with Local Government that will support GEMs long-term business and show GEMs business ethics
• Develop capacity building for Local Government and community leader to Contract of Work and Good Mining Practice
• Develop & maintain relations with Government to ensure permits/ license/ supporting letter required for GEMs operation & project are obtained in timely manner, particularly social licenses of GEMs business plan

Requirements:

• Minimum S1 Degree from social science preferably in Sociology, Anthropology, Legal and other relevant social sciences
• Minimum 3-year experience in land acquisition
• Minimum 5-year experience in dealing/ having work relations with government (central government, provincial or regional government)
• Experience in processing permits/ licenses to government in relation to Contract of Work or other Mining permits
• Speaking & Active listening
• Excellent negotiation & leadership skill
• Creative thinking
• Excellent organizational and analytical skills
• Able to work under pressure

2. Training & Development Manager (Code: TDM)

Responsibilities:

A. Framework
• Design curriculum for learning and development on competency based analysis
• Mastering identification of training needs, designing training programs and product knowledge of training module, training evaluation and delivering training itself

B. Content
• Develop learning and development program with development of its module and training
• Design training syllabus & lesson plan development

C. Delivery
• Facilitate the learning and development program
• Delivery the systems and concepts in regards to performance management, organization development, talent management program
• Manage the succession planning and talent management program
• Responsible for all management of training administration, activities as well as development for the Group

Requirements:

• Possess a Bachelor degree in Management / Human Resources/Psychology from reputable university
• Possess At least 3-5 years experiences in training and development department
• Have an effective training skill and being able to combine professionalism and charisma in intelligently interacting with the team
• Prefer to have an experience as external speaker/ trainer to conduct training sessions internally
• Fluent in English, both oral and written
• Possess strong leadership and interpersonal skills
• Able to work independently and also work with an integrated multi-discipline team
• Prefer a young, dynamic and highly motivated personality

3. Strategic & Security Senior Manager (Code: SSM)

Responsibilities:

• Developing and maintaining the implementation of company security strategy and crisis management plans in all location
• Develop a process to capture key issues related to potential security and crisis and responsible to propose actions to project team
• Able to establish, develop, and communicate good relation with local peoples and employees

Requirements:

• Min bachelor degree in any related field from a recognized university
• Have similar experience min 5 years as strategic & security manager, preferably in coal mining industry
• Good knowledge on strategic security, safety and crisis management
• Good communication, presentation skills, and interpersonal
• Strong ability to work independently at remote area as well as part of a team

4. License Manager (Code: LCM)

Responsibilities:

• Coordinating and supervising all mining or forestry licenses
• Handling permit or licensing issues and liaise with the relevant government authorities
• Maintaining and strengthening good relationship with government, police, and military officials
• Developing license and land acquisition projects
• Ensuring company s operation run smoothly and maintaining positive company image
• Acquiring government approval of permit, licenses, recommendations and support to fulfill company compliance with Indonesia regulations

Requirements:

• Possess at least a Bachelor s Degree of Law, Forestry, or equivalent
• Have a deep knowledge in Mining Laws and IHMB (Inventarisasi Hutan Menyeluruh Berkala)
• Have a deep understanding of mining law, forestry law, including law documents preparation, litigation, employment regulation, contract negotiation, etc.
• Minimum 5 year experience in mining/forestry/telecommunications industry
• Able to operate ms-office application including word, excel, and power point
• Good communication skill both in oral and written English

5. Organization Development Manager (Code: ODM)

Requirements:

• Minimum S1 degree from any discipline. Master degree in Human Resources Management would be an advantage
• At least 3 years of experience in similar position at managerial level
• Have a strong commitment to excellence and great passion for success
• Possess high sense of initiative and leadership potential
• Strong conceptual and analytical thinking
• Familiar with best practices methodologies in job evaluation, job grading, performance management, organization engineering, and compensation and benefit

6. System Procedure Supervisor (Code: SDR)

Requirements:

• Candidate must possess at least a Bachelor s Degree in Engineering (Industrial) or equivalent
• Minimum have 3 years experience as System Procedure Supervisor preferably from mining industries
• Have a deep knowledge in developing system procedure, business process mapping, and ISO
• Able to establish new policy and procedures regarding to the core business development, review, and evaluate implementation of policy & procedure in order to comply with ISO 9001:2000 requirements
• Have a strong analytical skill, good leadership, and team work oriented

7. Land Acquisition Supervisor (Code: LAC)

Responsibilities:

• Developing strategies to resolve land access and land use conflicts in line with company policy and standards and maintaining positive company profile and reputation in the conduct of all land acquisition activities
• Ensuring proper documentation of all land transactions to provide comprehensive records in line with legal requirements and future asset protections
• Plan, communicate and negotiation land compensation requirement with land owners within reasonable price and time frame
• Final review upon all supporting document to ensure it has been accurately prepared and completed based on standard operating procedure and regulation
• Plan, manage and control problems handling and potential issues handling related with Land acquisition plan and implementation activities (including identify the problems, liaise with company s lawyer/law firm)

Requirements:

• Min. S1 from reputable university
• 3-5 years relevant experience in land compensation and land acquisition in coal mining industries
• Good track records of delivering quality and targets within established variances
• Ability to schedule and complete the assigned tasks
• Good knowledge in mining industry and ability to collect and analyze local data for problem solving tools
• Ability to work collaboratively within team colleagues

8. CSR Supervisor (Code: CSR)

Responsibilities:

• Serve as the focal point of contact with the local communities, liaising with community leaders, local government units, local council members and community groups
• Responsible for maintaining a positive corporate image as well as ensuring a strong flow of information between the company, community groups and local government units
• Developing strategies to resolve land access and land use conflicts in line with company policy and standards and maintaining positive company profile and reputation in the conduct of all land acquisition activities
• Ensuring proper documentation of all land transactions to provide comprehensive records in line with legal requirements and future asset protections
• Plan, communicate and negotiation land compensation requirement with land owners within reasonable price and time frame

Requirements:

• Minimum S1 any related field
• Minimum 3 year experience in Community Relations, Community
Development, Community Engagement preferably in coal mining industry
• Must have highly developed interpersonal and communication skills, problem solving capabilities, & knowledge of community planning
• Will be placed on site

9. Recruitment Specialist (Code: REC)

Requirements:

• Minimum Bachelor Degree (S1) with major in Psychology
• GPA above 3.0 (on a scale of 4)
• Having minminum 2 years experience as Recruitment Officer or as Recruitment Consultant
• Preferably candidate with more than 1 year experience in coal mining industry and or Recruitment Consulting industry
• Good understanding with HR matters is an advantage
• Having good knowledge about psychological test, interpretation, interview techniques, and scoring
• Good interpersonal & communication skills, analytical thinking and problem solving
• Fluent in English and computer literacy
• Computer literate and Fluent in English (Oral & written)

10. HRGA Supervisor (Code: HRD)

Requirements:

• Minimum S1 in Law/Psychology/Management from reputable University
• Minimum 3 years experience in handling HRGA as supervisor, preferably in mining industries
• Excellent working knowledge of Industrial Relations practice, labor law or government regulation, employment agreement, HR Procedures and General Affair
• Experience in handling compensation-benefit and personnel administration
• Experience in coal mining industry will be an advantage
• Strong leadership skills and good team work
• Will be placed in site
